Midi File low volume

I have a Midi File that the volume of is lower than all my others.

The Drums, Bass & Piano are up full but still the volume is lower than the rest of my files.

What am I missing that needs adjusting?

Control 11 may be to low 127 is max.
Individual note velocity may be too low.
If playing in stereo it may be a panning problem
