Yes, most laptops suffer from a noise problem.
Too much electronics crammed into too tight a space, insufficient room for shielding.
A PCMCIA card or an outboard audio converter will (should) have the screening needed.
The USB way is by far the least expensive. try here for ideas:

If I remember correctly Shyam has just bought the Tascam interface and told me he was very pleased with it. Have a look to see whether it does what you want.
As I recall the PCMCIA cards are twice the price!
